残酷天使的行动纲领是动画《EVA》的片头曲（OP）以及插入旋律。

《新世纪福音战士》实际制作人的大月俊伦对这首歌很重视，一定要与作词家和作曲家亲自见面。《残酷天使的行动纲领》的歌词，尤其是其中的一些宗教和哲学用语，侧重对圣经和母亲形象描述，目的是与TV动画的剧情配合。

在这样的情况下制作出的这首歌，不仅给动画《新世纪福音战士》增添了一抹亮丽的色彩，也作为那个时代的重要记忆留在了人们的脑海里。时至今日，这首歌依然是人们耳熟能详的曲子。

曲子的间奏歌词的意义至今没有答案。歌名中的“テーゼ”源于德文“These”。

在TV版26话的最后部分还出现了两个由鹭巢诗郎编曲的纯音乐版本的《残酷天使的行动纲领》，曲名分别是《The Heady Feeling of Freedom》和《Good, or Don't Be.》。在《新世纪福音战士：死与新生》中间的休息部分还出现了另一版本，名为《OP-2 [Zankoku na Tenshi no TEEZE - C-Type]》
